Users can be assigned to Roles.

The purpose of Roles is to assign permissions to a group of Users, rather than to each User. This means you only need to change the one Role and not each User when defining or changing permissions. It also means that new Users can quickly be assigned to existing Roles without having to set any other Permissions.

Creating and using Roles is optional, therefore unless you want to use permissions they are not necessary.
