If no Users are specified then any User can be assigned to Workflows of this type.

| User | The Id of the User. |
| Name | The name of the User. |
| Proportion | To be used by Scripts if the Allocation method is Proportional. |
| % | Percentage based upon proportion. |
| % (Active) | Percentage based upon proportion if defined as a currently active User. |
