Functionality to generate Tax Certificates.

	Clear
	Execute
	HasConvertedTransactionsInTaxYear	Returns True if there are any "Interest" Account Transactions that are not on a Tax Certificate in the Year
	NotifyProgress	Notify the User Interface of Progress.
	TaxYearDefault	Returns the current Tax Year based upon the current date. If within 60 days of the new year the default Tax Year will be the previous year.
	UpdateSqlWhereBuilder	Update an ISSqlWhereBuilder to filter for all Ranges and User Filters.
