GetMotorVehiclesPkList Method

Retrieve a list of the primary keys for Base Type Motor Vehicle.

The parameter 'filterCollaterClassBaseForPPSRAUSearch' is not required on this function as all MV Security Types allow PPSR AU Search/Registration by Serial Number
