IsFrequency Property

Member of finDateCycle
Indicates that the Cycle is a Frequency (compare to IsTimeSpan), ie "6 Months" rather than "6 Monthly".

This is only used in CycleDescription and CycleMnemonicFriendly to return user friendly text.
