Validate the Colour and optionally update if necessary.

finClientIdentificationItemAU_Medicare.ColourValidate(warningShort, warningDetails, updateValue)

warningShort	String	ByRef	A Short validation Warning message.
warningDetails	String	ByRef	A longer Warning including additional Details that can be used in the User Interface to guide the User into entering a correct value.
updateValue	Boolean		Indicates whether to Update the Value.
