If Date is specified the Balance is NOT necessarily the Sum(Value) from Transactions on/ prior to this date. Reversed Transactions are dated the same day so don't affect the Balance. Reversed Payments can be dated different days, and affect the Balance. Reversed Withdrawals can be dated different days, but don't affect the Balance.
